Source of confusion:
For health official, mandate threshold needs to be very high, given pushback. Reasonable to use "Are hospitals full w/ Covid?" as trigger.
For individual, main issue is "How risky is activity w/ vs. without mask?" For that, hospital #'s are mostly irrelevant.
